Village of Phoenix building permit rules

Phoenix is a village in the Town of Schroeppel, Oswego County. Its chapter 98, adopted by the Board of Trustees in 2007 as Local Law No. 2-2007, requires a building permit for work that must conform to the Uniform Code, the Energy Code, the village code or that law, and its list names repair and replacement along with construction, alteration, enlargement and demolition (Village of Phoenix code, chapter 98).

The chapter exempts a one-story detached tool or storage shed, playhouse or similar structure serving a one- or two-family home only up to 100 square feet of floor area. Because Phoenix is outside Onondaga County, Onondaga County plumbing rules do not apply there.

About 28 percent (margin of error 9 percentage points) of the village’s 1,207 housing units are in buildings with two to four units and about 52 percent (margin of error 9 percentage points) are single-family detached (American Community Survey 2020-2024 5-year estimates).

The chapter lists repair and replacement among the work that needs a building permit when the work must conform to the Uniform Code, the Energy Code or the village code, subject to its exemptions. Ask the village about a specific project.
