North Syracuse’s 2025 building permit rules

In the Village of North Syracuse, a building permit from the village is required before work that must conform to the New York State Uniform Code or the Energy Code, with exemptions listed in the village code. The governing chapter, chapter 91, was replaced in 2025, and its permit, certificate and inspection fees are set and amended by resolution of the Board of Trustees (Village of North Syracuse code). The same chapter schedules fire safety and property maintenance inspections of multiple dwellings, generally buildings with three or more units, at least once every 24 months.

The village lies in two towns. Outside the village line, the Town of Clay and the Town of Cicero issue building permits under their own code chapters. Inside the village, single-family detached houses account for about 67 percent (margin of error 3 percentage points) of the 3,072 housing units, and the median home was built in 1959 (margin of error 2 years; American Community Survey 2020-2024 5-year estimates).

The village does. Its code requires a village building permit before work that must conform to the Uniform Code or the Energy Code, apart from listed exemptions. Chapter 91, which holds these rules, was replaced in 2025, and the Board of Trustees sets the fees by resolution.
Outside the village, the town decides: the Town of Clay or the Town of Cicero, depending on where the home is. Each town requires its own building permit for Uniform Code and Energy Code work under its own code chapter.
